He was born in 1971 in Gümüşhane. He completed his primary and secondary school education in France. Returning to Turkey in 1985, Kılıç graduated from Kabataş Boys High School. He started his university life in 1990 at the Faculty of Electrical and Electronics at ITU. He completed his undergraduate degree in electronic communication engineering and graduated in 1994. He started his professional career as a system engineer at Belbim Inc. and took part in the establishment of İSKİ's IT infrastructure. He was a founding partner and manager of various companies in the ITC sector between 1996 and 2006. Between 2006 and 2012, he served as the general manager of Marin Telekom and Metrobil technology companies, which perform infrastructure maintenance, operation, and construction works of mobile and fixed line operators.
As a result of his national and international experience in informatics, technology, and communication, Kılıç started his duty as the general manager of Etis Logistics, an international partnership, in 2012. Kılıç, who left his position in 2015, founded Site Logistics to become a logistics organizer. In 2016, he purchased Cihangiroğlu Shipping Ltd., which has been carrying out ADR transportation with its truck fleet since 1989, to restructure it as a logistics operator. In 2020, he took over the A group shares of Denge Investment Holding and assumed the Chairmanship of the Board of Directors. In 2022, he founded Zincir Palet Platform Inc. to provide storage services with a thermal regime. Kılıç, who is the vice president of the Entrepreneurial Businessmen Foundation, speaks fluent French and English.
